The route as currently proposed goes through 13 counties in West Virginia, three counties in Virginia, and Frederick County in Maryland.〔(Potomac-Appalachian Transmission Highline: Maps )〕 The endpoint in Maryland would be a proposed electrical substation in Kemptown, MD, that would be in a residential area surrounded by about 1,300 houses.
